It seems like Fedora removed the light-theme-gnome.noarch package in Fedora 38, so as a workaround, you'll have to install the Fedora 37 package.

It depends on the following packages that also need to be installed:

monochrome-icon-theme
dmz-cursor-themes
gtk-murrine-engine
